Biography

Rob graduated from Trinity High School of Manchester, earned his B.S. in Business Administration from the Whittemore School of Business and Economics, and an M.B.A. with a Certificate in Human Resource Management from Southern New Hampshire University. In 1993, Rob graduated Summa Cum Laude from Suffolk Law School in Boston, Massachusetts. Rob is a lifelong Manchester, New Hampshire resident, and is married to Joleen, a 4th grade teacher at Smyth Road School in Manchester.

After graduating in 1993, Rob clerked for the Hon. Martin F. Loughlin of the United States District Court for the District of N.H. and practiced law for Bouchard & Mallory, P.A. in Manchester from 1993-1997. In 2004, Rob founded Stephen Law Group, PLLC in Manchester. In 2009, Rob became “of counsel” to Shaheen and Gordon, P.A.

Rob has served on the NH Real Estate Commission as the Attorney Member since September 2003. As the Attorney Member of the Real Estate Commission, Rob conducts disciplinary hearings of real estate salespersons and brokers. He also served the City of Manchester on the Planning Board for close to three years from 2001-2003. In addition, he serves the State of New Hampshire in his capacity as Deputy Boxing and Wrestling Commissioner.

Rob is licensed to practice law in New Hampshire and Massachusetts. His professional certifications include Senior Professional in Human Resources as designated by the Society of Human Resource Management.

Rob has particular experience in employment law, derived from his years (1997-2004) as Legal Counsel/Director of Client Services to ADP TotalSource, one of the world’s largest business outsourcing companies providing human resource, payroll, tax and benefits administration services. As Legal Counsel, Rob provided regulatory compliance advice and performed human resource audits in areas including the American Disabilities Act, the Age Discrimination in Employment Act, and the Family Medical Leave Act (FMLA). Additionally, he trained employers and drafted handbooks regarding workers’ compensation requirements, sexual harassment discipline processes and employment terminations. Rob later became the ADP Director of Client Services for the Northeast Region responsible for all employment law related issues for close to 800 client companies from New Jersey to New Hampshire.
